I understand it as an addition not a multiplier. So at 100 fury it would be 500 damage + 10% damage of that 500 = 550. The point of the gift was because a soc is basically a required stat on a wep. So it just aliviated a bit of the rng for that. A soc is hardly even a desirable stat for off hands.
