You can collect these in the Gold Saucer in exchange for MGP as well as through challenging NPCs out in the world. Titan-EX is really the hardest of the 3 EX primals but Ifrit is the last one to unlock, so I'm guessing if there are differences in the drop rate, the rate would increase more for later primals in the chain.
